The World Bank said the project would support government efforts to improve connectivity along selected sections of the Ganta-to-Zwedru corridor and strengthen road-sector management. The financing package also included a $48 million IDA payment guarantee intended to leverage private financing, donor grant support and a Government of Liberia contribution through the National Road Fund. This is recorded as a financing and programme milestone, not as a claim that the full Ganta–Zwedru corridor was completed during the administration.
